Shift lifecycle
Open a shift from a template, assign personnel to zones, posts or units, run it on the record, and close it with a reviewed handoff. Closed shifts become read-only except for audited administrative corrections.
Announcements
Publish to the whole organization or to selected locations, teams, roles or users, with optional acknowledgment tracking and visible acknowledgment progress.
Personnel
Operational profiles rather than HR files: role, team, location, rank, assignment history, last sign-in and last briefing acknowledgment.

Audit history
An append-only record of the actions that matter, including publications, acknowledgments, reviews, role changes and exports. Normal users cannot alter it.

What Shift Relay deliberately is not
Shift Relay complements the systems you already depend on. It is not a CAD or RMS replacement, not a dispatch platform, not payroll, not evidence management, and not a general-purpose project manager. Integration interfaces exist for future connectors; none are represented as connected until they are.
